One-line villains

He is the megalomaniacal but imprisoned lich-king of the frozen northlands with uncounted armies of the dead and damned at his disposal, bent on ruling the world that he believes is (and may *actually* be) his stolen birthright.

Slinkmor Vorshannen, an avolakian solicitor who led a proletariat revolt against the PCs after they endangered their hometown by attracting demonic attention and caused vrocks to gate into the Processional Square (Slinkmor did have a point...).
 

A fat and avuncular village reeve from Cyre, he maintains order in the district of Highwalls but is known to get "distracted" with the right inducements.
 

Madame Sorticia, a powerful medusa illusionist, runs the Basilisk Bordello in the Bastion of Last Hope, using her wiles, her magic, and her bevy of illusioned night hags to beguile and manipulate all the most powerful men (drider/slaadi/yugoloth/etc) in the Bastion.

Black Bulwie, a fallen paladin raising a half-dragon army in a secret base on the fifth level of Hell, using old-fashioned breeding techniques involving hostages and five enslaved chromatic dragons.

Kivasha, an ancient lich, who--tired of living forever with nothing but zombies and vampires for company--seeks the lost Book of the Red Witch and Tome of the Blue Angel in order to perform a ritual that will return her to a young, mortal body by casting her "undeadness" on another.
