Ditto, good spell, for those times when the wizard has no blank slots and realizes that the circumstances of the day are going to be drastically different than imagined.
Also given one 4th level free slot, this spell could be prepared and cast in order to clear all the rest of the spells. 4th level seems a little low however. Compare it with Mnemonic enhancer which only gives allows you to reprepare a couple spells. It is superior in most ways to the Prepare effect of Mnemonic enhancer, but weaker in a few ways. Maybe bump it up to 5 and allow the caster to select which slots to set as blank.

With the Mnemonic Enhancer though, don't you REGAIN used spell slots?

Also, since you are basically preparing spells all over again, shouldn't it take an hour to actually reprepare all the spells, but only fifteen minutes to do say, one to three?
