I'm thinking of Ian as probably CN -- rebels often have a chaotic tendency, and the political objective can colour a criminal as more benign than he'd otherwise be. But we haven't seen enough of him to say for sure (unlike some OotS characters about whom so many fans have long been in denial).
But yes, Scott, in 1/e thieves could be any neutral or evil alignment. In another thread I posited an alignment/edition joke that Rich might have been setting up (but I'm sure wasn't), that Haley being Good (Ish!) is a sign of the generation gap, that she's achieved something her father could never aspire to.
