Tiger is saying basically, "We don't let rule-benders do their stuff down here in our lands, go back to Cliffport where you can do whatever you want." This might be the true meaning of the terms "Northern Gods" and "Southern Gods": that's the geographical territory where they're allowed to run wild without the other pantheons interfering.
Given that the Twelve Gods are Asian-themed, Azure City is Asian-themed, and Cliffport is specifically NOT Asian-themed, it seems unlikely that Cliffport is the territory of the Twelve Gods. Plus, Roy's father is originally from Cliffport, but Roy refers to the Twelve Gods as "your gods" when talking to Miko.
