What really confused me about the humming is that it looked like a raging fire while suppressing all the smoke. After reading the forums over at the Giant's site, I am leaning towards Cloister (not a WotC spell) preventing certain magics from affecting inhabitants of the conquered city.

It's not a raging fire, it's yellow magic. Dorukan's magic is yellow, so when Xykon uses his headband to cast that spell, it creates a yellow effect. Xykon's own magic is normally black.

I have no idea what the spell does, though, but blocking it from scrying/sending/teleporting sounds about right. "Off the grid" meaning cut off from magical contact.

In a modern world, "off the grid" means you are somewhere away from technologies that might be able to trace you, like credit cards, the internet, etc. For example, the Amish people in Pennsylvania live off the grid.

Cloister also means something similar. It's usually used to refer to religious groups who have locked themselves away from society, like monks.

Those two taken together seems to indicate that Xykon has somehow removed the city from the world at large, though it's still physically there. He's probably severed all magical contact with the outside, meaning Haley and Belkar can't be contacted by the folks on the boat.
