I took 'off the grid' to mean that it had been 'wiped off the map' - ie: destroyed, conquered, etc.
As for the HMMMMM sound, I took that to mean a spell that would allow every hobgoblin in the city to hear him (perhaps everyone in the city). Perhaps he has cloistered / hidden the city, but I do not think that is certain yet. Granted, it would add to the plot, when those on the ship are unable to contact those in the city - and those in the city wait for a message that can never arrive. On the other hand it could still be interesting if they manage to send the message and yet are unable to pick them up due to a sudden attempt at a coup among the ships.
