He's not important; he's just a stand-in so that we have someone for the villains to abuse, because they're VILLAINS and they are the stars (at least in this scene).</p><p></p><p>(Not to mention, would you really rather Rich introduced <em>yet another</em> minor character to the strip for the bad guys to beat on?
