Never mind the item, what about the bird?

Actually, the bird could probably take 21 points of damage on the chin, but not much more. However,
explosive runes
can deal much more than that.

It's survival would be dependent on if it has any lingering buffs, or the wild guess that
the bird has become one with the snarl (as indicated by the purple eyes)
, or some other such plot device.

Yeah
that's 6d6 of Force Damage, no-save for Xykon and his phylactery for explosive runes, and that's assuming it's not metamagic like maximized or empowered Explosive Runes, but I don't recall V using a lot of metamagic in the past.
That's only 21 points of damage on average, theoretical cap without metamagic is 36, all with no saving throw.

It seems to be implying that the interpretation that a lich can just build a new phylactery isn't necessarily in play here, since the Fiends seem to think this could be a lot messier than Xykon just having to spend some time and hammer out a new one.

It does look like V has really "given the bird" to Xykon though.

The fiends seemed to me to be speculating less on the question of whether Xykon can re-build his phylactery (we still don't know whether he can or not, but presumably the fiends know), and more on the question of "What happens when you drop a lich's phylactery, warded with multiple epic-level abjuration spells, through an unshielded rift and into the Snarl?"
