That could very well be. My guess is that Haley might try those wands she just bought, to no avail [because #Fleshgolem]. Someone will get help, they slay the Crystal Golem which leads to the OotS hunting after Bozzok and his thieve's guild dispatch around Tinkertown.

If they, team OOTS, takes down the thieve's guild, that would cause all kinds of ripples!

There very well could be - the thieves' Guild would need a new leader or risk disbanding, the new leader might not view Haley as a concern (at least not in time for the OotS to save or doom the world,) or it could be a friend of hers from the old days now takes charge.
Anyway, how I see it, Bozzok is a recurring threat (and nuisance) to Haley and, by extension, her party. If anyone in the thieves' guild needs to be dealt with ASAP, it would be him.

OotS has become so slow moving these last few years that I can honestly say I don't have the foggiest recall of who Crystal is. When was she last mentioned?

Crystal was Haley's nemesis (in the gains-levels-when-Haley-does sense). Also a member of the Greysky City thieves' guild.

Haley straight-up murdered her on her last trip through the City (when she was trying to find someone to rez Roy).
