So what effect would Durkula's vote do? He's one vote for Hel, He ties, not breaks the tie. Unless a tie generates Trial by Combat, which IS possible, in most voting systems, it would be a null vote.

If it's a deadlock, they'll have to either use some form of tie-breaking system or start the whole debate from scratch.

The latter may, in fact, be Durkula's intention - keep the pantheons arguing amongst themselves until it's too late for them to intervene anyway.
