Yes, taking the basic multiclass feat means that you qualify as a member of that class for feats and paragon paths. Many paragon paths have only class requirements to get in. The primary exceptions to this are the warlock and ranger classes, whose paragon paths also include requirements like a specific fighting style or pact. I suspect this will handled in errata, but I think waiving those requirements for multiclassed characters is reasonable.
Note that none of this ever gives the basic class features of the other class. For example, in RAW, multiclassing in ranger will never give you the quarry bonus except for once per encounter. This may not matter for some builds, but some ranger powers and path features benefit from having multiple or long-lasting quarry status. From early design blogs, I suspect that the designers at one point created specific paragon paths for multiclassing PCs that granted these basic features and powers that made sense for such characters. My guess is that we'll see these being published or made by third parties.
Actually, now that I think of it, I really do wish they had included a specific paragon path for multiclassed characters and *not* allowed multiclassers easy access to the other paragon paths. I think that paragon paths should really be a significant plus for PCs who keep a strong, in-class focus. I dislike character building that finds ways to create extremely effective characters by combining unintended cross-class synergies, although I realize that I'm a minority in this.
