Well the current BBEG is at least 12th level and the characters are suppossed to be 7-9th level (probably at least 8th now)
There are at least 11 bandits standing in strip 164
The intial bandits in 151 are 2nd level, but they are new, so call the ordinary mooks 4th level and make them a round dozen.
Samantha's dad should probably be about 9th level (he was a match for Roy head-to-head)
Run that through an ECL calculator and I get:
Effective Party Level: 8.86 (assuming there are five active PCs given that Durkon is tied up right now)
