Secondly, where exactly is it located? I want to search it out at home.

I have already reached my daily limit at the research site.

in win xp its built in tot he text services. Language bar.

go to help/support off oyur start menu and type in "text to speech". Without the quotes of course

The first category should be Pick a Task once the search is done and these links should be listed:

Show the Language bar
Add speech recognition
Remove speech recognition
Add another text service
Remove a text service

I would start with the first link and work your way down. There probably will be a few links before those above dealing with handwriting recognition but unless you have a writing/draw tablet I wouldnt bother with those links.
