To play Living City in the Realms you DO have to pay $30 a year to advance your PC beyond 2nd level.

The $5 will get you unlimited play in the Living Greyhawk, Living Force, Shadowrun (virtual seattle), Living Arcanis (3e with psionics) and the new Living Dragonstar campaign. You may have to pay a fee to attend a con. They also have RPGA games at DragonCon in Atlanta over Labor day weekend.
