Are their region requirements? Or can you play any Region DVD on these systems? (ex. If I bought an X-Box in US, could I play a DVD from Britan(R2) on it?)

They are region encoded to the area you bought them.

You can buy regionless DVD players, and I'm told there are hacks to get around region encoding on a PC DVD player, but I've never looked... I have a japanese PS2 I use for playing japanese DVDs, and a region one player for my american stuff, and other than that, I've never had a need.
