Ditto for Candlekeep and FR. Heavier on flavor than rules, though.

Yea. Paizo, for example, has some pretty good stuff now and then in their boards.
 






Well, I have found theRPGsite so be pretty useful. It's mostly general discussion, but there are some house rules mixed in there, generally for old-school type games. House rules and homebrew settings for d20 are pretty common as well.

As are orchestrated rants about how all games that aren't D&D and aren't personally endorsed by the site owener are the devil and how the people who play them are dumb, evil, or out to get said site owner.
 

For an all-around board, EN World is certainly the best.

Here are some RPG boards that are good but more specific in scope:

Paizo (especially if you need AP or Pathfinder info)
Crafty Games (for Spycraft)
Mongoose, specifically the Conan forum
