Other 'insertable' adventures?

I'm toying with the idea of the players creating a second set of PCs for use when there are a couple of cancellations and the GM is running a game for just a couple of people and doesn't want to continue the main story arc without everyone there.

So I figured another squad of RHC officers could investigate crimes in and around Flint, these essentially being one-shot adventures.

Of course, knowing my group, they'll be higher level than the actual main characters, but what-ho and all that.

Any suggestions for one-short city-based cop adventures? I'm not too worried about system - I can change the stats on the fly easily enough.

How about 0one Game's Road to Revolution series? I came across these too late to weave them into my campaign, but they felt like a perfect fit (with a little bit of tweaking).

EDIT: On rereading your post I now realise that you were looking for one-shot adventures, but I think you could break the events of RtR down into managable chunks.

Late 3.5 Dungeon had a few Eberron adventures set in Sharn, written by Nic Logue, about serial killers and a mastermind. They could get quite pulpy, but it wouldn't be too hard to adapt them.

"Chimes at Midnight" and "Quoth the Raven" were both in the printed issues of Dungeon mag. I don't remember which issue the former is in, but the latter was in the final issue, #150 . The final part was "Hell's Heart" which was released on wizards.com in one of the early digital Dungeon issues. I only ran the first one, but the whole series seemed pretty awesome and would be a good fit for this campaign with appropriate modifications. :)
