A winged creature who is paralyzed cannot flap its wings and falls. A swimmer can’t swim and may drown."
Now... I don't see anything about this not stopping people with the fly spell "can't take any actions" is pretty damn restrictive.
Hold Person is also compulsion, so does FoM work against that?
"Paralyzed" in the description could just be flavor text as opposed to refering to the condition. It's not clear.
FoM isn't clear... it only lists solid fog, slow, and web as things it protects against, none of which are compulsions (slow is transmutation for some odd reason... I guess it changes you into a slow person).
So... does FoM work against compulsions? I think that's the root question, and I think it's all or nothing.
