Overpowered race?

I wonder what people would say if a 3pp released a race with the following abilities:
  • +2 to any ability score
  • +5 to any skill
  • +1 to every non-AC defence
  • choose either: +1 to hit, increase to +2 at 15th lvl, +3 at 25th lvl; or to increase non-AC defence bonus to +2 at 11th lvl, +3 at 21st lvl (can change ecision each level)
  • choose an extra at-will power from your class

Post PHB2, this is essentially what humans are - arguably better, because they can choose other options with their bonus feat (though I don't see why they would...).

Why, that'd be mighty powerful, what with that to-hit bonus stacking with that weapon mastery feat and all.

Humans feat bonus is as good as their WEAKEST feat, not their strongest. The Mastery feats are possibly problematic, but "Everyone" will take them. Everyone loses one feat. The human versus not human issue is not relevant, except just like without PH2.

Do humans get a +5 to any skill or just one additional trained skill? Can they put the +5 on a skill in which they are already trained?

They gain an additional trained skill, not a +5 bonus to a trained skill.

And yes, Humans are still powerful and make good choices for just about any class. Just certain race/class combos are better.
 


I wish humans were a bit OP, so there would be more of them. Every adventuring party looks like a freak show or a poster for interspecies tolerance. "You look like adventurers." "How could you tell?" "Well, no two of you have the same size, color, hair/feathers/scales, skeletal structure or method of reproduction."
 

It doesn't help that humans are one of the more boring races. But that's just because lots of people want to be something different.

I disagree, certainly at first level because it means that humans can take Expertise and still pick another feat. No other race can, so other races are essentially choosing between +1 to hit or a cool useful feat...

Still, except for certain classes, humans were underpowered. I guess this just evens them up a bit.
 

So humans are overpowered because some feats are overpowered? Truely, that is a problem with the feats and not the race. I don't see these feats as over powered though.
