Would you rule out a celestial companion in place of a mount?

Also, take a look at the DMG example of a ranger character who wanted a special mount - it gives a nice example of class modification. Then ask yourself what the ranger gave up to get the mount, and turn that around on its head.

Give him a large celestial salt water crocodile for a mount.

That should make him happy.

I'd allow for "unmountable" mounts. Just find a few animals with roughly the same combat power as a warhorse and let alt-paladins choose from them as companions.

Maybe some divine feats, the Leadership feat or more spells per day (and some spells from the Cleric list).
Or you could even grant the Pally limited access to a domain of his god and the domain power.
