Paragon Magical Item Troubles...

Over the course of the level, they should get all the parcels. So, if you have 10 encounters set up, they might find:

Encounter 1: 1 parcel
Encounter 2: 0 parcels
Encounter 3: 0 parcels
Encounter 4: 1 parcel
Encounter 5: 2 parcels (perhaps after a tough encounter)
Encounter 6: 0 parcels
Encounter 7: 0 parcels
Encounter 8: 1 parcel
Encounter 9: 4 parcels (perhaps after the BBEG)
Encounter 10: 0 parcel
And the final parcel tucked away in a secret treasure trove or as an additional reward for completing a quest. I would just make a list of the parcels and cross them off as you award them.

Yep, parcels are nothing more than a bookeeping convenience for the DM, a way for him to track how much magic he's giving out. Your free to give a little treasure every encounter, give a whooping treasure hoard at the end, or something in between.

Well you have to take into account the characters previous adventuring experience as well and what they might have gained on their travels. It is more than plausible that they could indeed have acquired themselves an airship or some other grander form of travel beyond some horses. To tell a level 12 group that they have been wandering about on their feet for 12 levels and never once had a chance to acquire some other mode of transportation seems rather...unfair?

I doubt it. They'll probably leave it as written and let the DM decide when something is out of hand. if they were concerned about loopholes they wouldn't have worded it in a way that a PC starting at 2nd level could start with well beyond his level equivalence in mundane gear.

Yes--even without the AV equipment, ritual materials are listed as mundane equipment with no weight in the PH. So the only thing stopping a non-1st-level PC from having a billion gold pieces worth of arcane ritual materials is the righteous wrath of the DM ...
