There's one in Dangerous Denizens as well. Not sure if it's open content, though. The Encyclopedia of Demons and Devils I has a devil rusalka.

The more I looked them over in their various incarnations, alas, the more they talked themselves out of the role in Pathfinder 6. Mostly because the aren't really cold environment creatures. I'd remembered them as being such since they were in Frostburn, but even there they aren't really set up for the really cold regions of the world.

SO: The role previously to be played by a ruskala will now be played by a neried from Tome of Horrors with the icy template from Advanced Bestiary. I think. Probably.

I was going to suggest the fossegrim from Penumbra Fantasy Bestiary. They are (usually) good norse-ish inspired attractive undead pseudo fey who guard waterfalls and can freeze water to inflict nonlethal damage. Would not take much to make them evil instead of good and fit rusalka fluff.

Joe's Book of Enchantment has a couple different fey as well including a river nymph, though it has no cold association/immunity.

Undead versions like the Fossegrim and the Frost and Fur Rusalka are not immune to cold damage but they are immune to the chill effects of cold exposure which only inflicts non-lethal damage (undead being immune to non-lethal damage).

James, I strongly suggest you grab yourself copies of all of Expeditious Retreat Press' Monster Geographica books. Each is tied to a specific environment and has 200 monsters from CRs 1-20, from several sources and converted to 3.5. They have no illustrations, but Fiery Dragon released tie-in Counter Collections for each one (minus Plains & Desert).

Just by browsing the Counter Collection I did for MG: Marsh & Aquatic, I found these female-looking creatures:

Asrai (Tiny Fey [Aquatic])
Grey Lady (Medium Undead [Incorporeal])
Lady-In-Waiting (Medium Undead [Incorporeal])
Nereid (Medium Fey [Water])
River Temptress (Medium Fey [Aquatic])
Sea Scorned (Medium Undead [Incorporeal])
Winterbrood Fury (Medium Fey)
