Paying alcoholics in beer (Silver this might interest you)

I can't find much about it on Dutch websites, but it seems that it's being tried as a solution to having homeless alcoholics hanging around public spaces and creating a nuisance. Basically the council is saying, "You're not doing anything anyway, how about you spend a few hours cleaning up the litter in the parks and streets and we'll give you a couple of beers."
