Sorry if the title is a bit explitive but let me elaborate:
I'm playing a druid shifter variant from PHBII
I'm in predator form as a medium sized wolf, and the small goblin rogue in our party asks for a lift. So the questions are, Is it possible, and if so, whats the ride DC for moving, or attacking from my back, and can both of us make attacks on seperate turns, or do I act as his mount, only going on his initiative? Does this hinder me at all, or him?

Yes it's possible.

The DCs are set in the Ride skill description in your PHB. Or here in the SRD

Nothing about your character being a PC necessarily gives him a bonus to his ride skill.

You could theoretically make attacks on separate initiative, however, unless he's using missile weapons or you are surrounded, he couldn't use melee attacks if you weren't near enemies on his initiative. So basically you two are better off using the same initiative, probably by one of you delaying to the other's intiative.

Neither of you is hindered except as per the normal rules for mounted combat.
 


YOur question focuses more on the problem of riding an intelligent mount.

This has been discussed a couple times, Rules - Riding Characters and Characters - Riding another PC

Both recommend using the Aggressive Mount rules from the RotG titles 'All about Mounts', to represent an intelligent mount acting on thier own {below}. If you want to take advantage of the Goblins 'mounted combat' feat, then you have to give up your own actions and only do what your rider directs..

You and your mount make separate initiative rolls. Because there are some full-round actions you cannot perform while your mount moves (see Parts Three and Four), you must delay until after your mount's turn to use such actions if your mount's turn in the initiative order comes before your own turn comes. Even then your mount's movements could keep you from performing your intended action.

When it's finally your turn to act, you must succeed on a DC 10 Ride check to adjust your actions to fit your mount's uncontrolled movements. The check is a move action for you, but it does not provoke attacks of opportunity. (You're looking after yourself, not your mount.)
