For producing PDF files, download openoffice - it has very nice possibility of exporting to PDF natively.

For editing existing ones - I don't think that anything free exists.

Revinor's right, there are basically no free tools to edit an existing PDF, but there are a lot of free tools to create a PDF from an existing document: PDFCreator, PDF995, CutePDF, OpenOffice, Office 2007's Save to PDF extension.

If you need a fast reader that allows to make some annotations and highlighting, Foxit Reader is free.
 


If you need to edit just one page, Inkscape is the best tool:

Free and open source. Unluckily it can only import one page at time. It's pdf export is also quite limited, you can usually get better results printing through a pdf printer than exporting from it. Really worth trying.
