"per attack"

Greetings. I'm trying to wrap my head around Rain of Blows. :) It seems that, depending where I look, its 2,3, or 4 attacks.

AFAIK, In the PHB every power that makes 2 or more attacks clearly states that the damage is "per attack".

There are (possibly) 2 exceptions: Rain of Blows and Dragon's Fangs; fighter powers, level 3 and 15.

Is there a reason for this or is it just an over sight?

Edit - OK, some don't say "per attack", but those are the ones that differentiate main hand and off hand.

Assuming you meet the requirements for the bonus attack, it's up to 4 attacks. Make two primary attacks; each primary attack that hits grants a secondary attack.

OK, so do we think this is just 2 mistakes in the book?
 

It's four attacks. The "Secondary Target/Attack" grouping is indented under the "Primary Target/Attack" grouping, indicating that the secondary attack is a consequence of each primary attack. It helps if you read the powers as If/Then statements. This was also supported by a post by a designer.

Now, many people would argue that the above ruling leads to a Rain of Blows being too strong for a 3rd level encounter power (I would agree with this). Two or three attacks is probably more in line with the general power level.
