There are all sorts of precedents for this in the game, so I can't see that being much of a problem (besides, if your GM is going to let you permanently enlarge yourself, he shouldn't have a problem with that). You spend a buttload of GP to get the ring made (just pester your caster to take craft ring!), and then you're enlarged for all those fun combats. But when you need to be smaller, you just take off the ring (no one wants to be the largest guy when you have to buy new gear; but you can just buy it cheap, and then wear it when you put the ring back on!)
Yup, it's definitely a useful item to have around.

In Eyros, there's a female halfling pirate named Rhiana Nyvh who has a psionic tattoo that lets her switch between being Enlarged, Reduced, or normal size as a Swift action each round. Of course, being Enlarged isn't particularly useful for Halflings, since it carries so many penalties and doesn't give the extra reach, but it is certainly an interesting effect, particularly when she wants to enter human-held lands incognito.

What, you mean the furry feet don't give her away? Just kidding of course ... but, don't halfling have kind of pointy ears? Disguise check to pass as half-elf? Would give a large cicumstance bonus, though, because who's ever heard of big halflings?.

I suppose it depends on the halfling. Many Eyrian halflings look more like little humans than little elves, and passing off as a half-elf would be generally unuseful in many areas where elves are little more than serfs and slaves.
