Permanency question(s)

Is there a way for the person having it cast on to have their XP taken instead of the caster's?

Can you have more than the small bunch of spells in the PH cast on you for use with Permancy?

Would one-time usage spells such as True Edge (I think? the spell that grants +20 to next attack roll, and other such "next [blank] roll spells) be able to have Permancy on it (bypassing that it would be overpowered)?

I believe that Sword and Sorcery's 'Relics & Rituals' has just such a spell. The new Dragonstar setting also has rules like this for thier Spellware system. Personally, I don't have a problem with this. The wizard/priest is still needed as a conduit for the XP and can still invoke the," What's in it for me?" clause.

That would be purely up to the DM.

I seem to remember this coming up before and the answer was NO. And if by chance you FOUND such an item, something that had a permanent True Strike spell on it, I would argue that it be classified as a minor artifact.

No.

Yes. I believe the rules allow for researching new spells. The Permanency spell as it now stands allows only those spells listed (and some new ones in some of the supplements IIRC).

The Permanency spell in the PHB does not allow True Strike to be made permanent. But why would you want it permanent? It only applies to the next single strike.
 

Actually if you look in Sword and Fist, the Bow of True Arrows is the equivalent of a permanent True Strike. It is an unlimited use item with True Strike on it.

Of course it requires a Standard Action to activate, giving you a True Strike every 2 rounds, but it's permanent in a way.

That insane weapon is the reason the Sunder feat exists. :D

In 2E there was a spell called Blood Link that would drain a point of Constitution from a being other than the caster for the purposes of making a spell permanent. It was a 7th level Wizard spell. You might try converting it to 3E.
