Savage Species and several other d20 products list which spells can be made permenant as well. And see my first question for the issue of magic fang and permanency, I basically raised that question.
That aside, mixed levels can still give someone access to both permanency and magic fang, as will someone with the right clerical domains (Time gets Permanency, I think one gets magic fang too). I really wish Magic of Faerun had one though, with several very nice spells in there, it'd be nice to have some idea of which ones work. And a few of the cooler spells out of Defenders would be nice too. Ah well, such is life, I got the answer I, even if it wasn't one I wanted.
I've seen the SRD quote too, but unfortunately that sort of time isn't really available most times while destroying the temple of Elemental Evil the second time. And unfortuantely there is no pattern to choosing spells that can be affected by Permanency either, which is annoying.
I don't think they will address it in 3.5, but I do think they should. This was an issue in 2e too, and a major power for arcane casters, it's a shame it isn't really adequately covered.
