It's a great song. I saw him and David Lee Roth together in concert about two? three? years ago. That was one of the highlights of the night.

N2O, or Nitrous Oxide, also known as laughing gas, so laughing gas over dose - figured it was a dentist but...

Even more appropriate on a car plate, since N2O ("nitrous") is used to boost engine power. Probably some tuner/street racer with a bottle in the trunk.
