Placing a kingdom in Eberron / Forgotten Realms

I still feel Riedra is your best bet. Do no think of the quorri as everpresent; the average Riedran does not even know they exist. Also they really meet most of your given criteria particularly in the border between Nulakesh and Ohr Kaluun. Strong racial tensions exist, the area is dominated by human, the Kaluunites are arguably the best fit as a former country that has an institutional use of dark arcane and divine magic and the current Riedran society has strong superstitions against the arcane.

Thrane's issues with the arcane are political not religious and mostly present because the Thrane-Aundair border was constantly disputed.

I'd love to help you with Forgotten Realms though what choronology would you be using there? In truth superstition against the arcane is very rare in FR outside Lutcheq in Chessenta.

So far no suggestionsa bout FR. I am a little behind on the setting details post Spellplague, but Cormyr always has a flair of chivalry reminiscnent of Arthur and Charlemange.

The other thing you might to in FR is drop an island somewhere off the coast and say it's a portion of Abeir that appeared following the Spellplague. That allows for some isolation to explain why it may have some distinct qualities and alos fits the Arthurian theme of a Britain-like island kingdom.

One final suggestion (for either FR or Eberron) would be to place it in the Feywild. We tend to think of that as the realm of eladrin and fey, but the Shadar-Ki are basically descended from humans who migrated to the Shadowfell. Why couldn't something similar happen if humans migrated to the Feywild and founded a kingdom there? A lot of chivalric legend, especially the magical elements, are tied to fearie lore. Morgan la Fey, the Lady of the Lake. I can see stories akin to the Green Knight and the Questing Beast also having a lot to do with fey in a D&D world.

So Cormyr is a monarchy? Hmm I need artistic license because the royalty is pretty strogly defined and connected to the adventure. My guess is these sorts of NPCs are pre-defined in Cormyr.

:) Great minds... Yeah this is actually a premise of the adventure - basically *where* in the planes are we really? The kingdom exists inth Feywild and Shadowfell simultaneously, not to mention the Plane of Dreams and some sneaky time travel.

OK you've reached the edge if my setting knowledge fir Eberron here. What are those 2 places you mentioned Rierdra bordering?

Hmm. I am now researching the Kaluunites. How would you describe the Riedran superstition of magic?

This is all for 4e post-Spellplague FR. Yeah the cosmopolitan attitude toward magic was something I saw as dominant in both FR and
Eberron. Hence my plea!
 

I don't think the NPCs have to be predefined, you can always alter recent history (or ancient history for that matter) in any published setting if it suits you and helps you lay out the story you need.

I would look at the Forgotten Realms wiki - it has great summaries of key elements of the setting, especially nations and organizations, that are quick reads. You can get a sense of what you may have to change to make your story idea fit.
 

Nulakesh and Ohr Kaluun are old kingdoms that existed in Riedra before the consolidations. Ohr Kaluun was a land of wizards and clerics of the Dark Six who performed dark rituals to empower themselves. At the height of their war against the Inspired during the consolidation they crafted vast war labyrinths to impede their progress in their realm yet were still defeated. Through unknown means many of the people of Ohr Kaluun were transformed into skulks who are self proclaimed chosen of the Dark Six. Even today the Heirs of Ohr Kaluun. a fractured organization of dissidents working forbidden magic hide within the War Mazes of Ohr Kaluun, somehow surviving the wrath of the Inspired.
The average Riedran vilifies arcane magic; they believe that such spellcasters willingly give themselves to altavars; demons that seek the power of human souls and damn them. The arcane superstition is especially common in Nulakesh, one of the three provinces bordering Ohr Kaluun (the other two being Pyrine and Corvagura, the crown province of Riedra) which has a history of military might and hosts the majority of the human army of Riedra and part of their shifter legions. Shifters are treated as subhuman in Riedra.
Ohr Kaluun is an archipelago sitting across the Koralandaluun sea. The Dream Merchants, smugglers who trade with the Khorvairan mainland have several ports there as they sail across the Barren sea to Sharn or Zarash'ak in the SHadow Marches.
