Player problems

The best way to solve your problems with other players is of course always to talk to them and get rid of the problems once and for all easy and clean.

I wouldn't suggest killing him for this is dishonnest and u never know how is he going to react, but you could find a scenario hook to solve the situation in-game.
I also thing that the option "boost other players also" isn't so great except if u want to waste your current game and start a new one.
Finally have your players roll characters in front of u.If they want it so much let them roll statistics otherwise use an alternative character creation style.

When i DM i let them have the statistics they want (of course nothing too bouncy)(18,16,14,13,12,10, or something) -don't be too stingy.
You can also search for previous threads talking about other ways of creating characters.

That was your first mistake. If my players want to come to the game with their characters created I use the Point Buy system in the DMG. I can easily plug the values into Redblade to get a final point cost and make sure that they didn't spend more than they were supposed to. Another option is to use one of the dice rolling sites where he plugs in a number of rolls and the ranges and it immediately e-mails the results to both you and to him. Since the decision to e-mail has to be made prior to the roll he can't just wait until a good roll comes up and THEN e-mail it to you.

The guy cheated. This is not an in-game issue, it's an out-of-game issue. The problem's with the player, not the character.

Exactly. Approach him, tell him that you were wrong to ever allow his PC in the first place, but that he will need to reroll his stats in front of you. The other players don't need to know of it, and it will save him the embarassment of being called a cheat in front of others. I used email to question the stats of a player when I used a 32 point buy system, as it was clear that there was no way he could get two 18's, two 16's and a 14 at first level. I realized that he might have never read how the point buy works once I had a look at his PC sheet in a game we are both players in. He has since left the game I DM (thankfully, didn't even want to start with how over-the-top skill points were) as he never did fix his PC.

We had a player in our group who (before I got in) had his son roll up his stats for him... at home. Three 18s. And boy did he get pissed when we questioned him.

What a surprise. :\

This player was a typical min-max'er. For group harmony, they let him slide. But the next time we rolled stats, it was DM's call. We went 4d6, re-roll ones. BUT, we did it all together, one stat at a time taking turns, no shuffling of stats, play them in the order you got 'em.

Made for a very intense AND fun 15 minutes as emotions rose and fell. LOTS of laughter, mostly at the unlucky recipients of the occasional single-digit stats, including my halfling with the 18 str, 17 wis and 9 int. But I'll tell you, it made for some REALLY fun roleplaying.

Everyone should try this method at least once... :)

Then I stop by the DM's house and roll up my character, in front of him (no pregens for me, thank you).

And while I am there I steal his lawnmower.
