"Players Roll all the Dice" and M&M

Of all the new variants in Unearthed Arcana, the simple "players roll all the dice" is my favorite, especially as a GM.

How would that work in Mutants and Masterminds? Players already roll their damage save vs. the power of the attack, but how could I reverse that so that they roll a attack power for damage vs. a static damage save?

Does anyone think this is a good idea?

You can actually find that option on p. 128 of M&M under "Damage Roll."

I've toyed around with "Players Make All Rolls" for M&M myself. It works fairly well, although it can lead to increased hero point spending (since there are more rolls the players can influence).
