Playing a monster race: A question

Alright, you have a race like the LeShay (ECL) who has an ECL of 32. So player John Doe decides to make this race. Does he get:
Stats, Special Abilities, Elf Traits, Spell Like Abilities, and the Gaze attack

or

Does he get all the above and the feats that LeShay have?

Depends! Here's the basics.

If the game starts characters off at level 32, then the Le Shay character is taken verbatim out of the Epic Level Handbook, complete with stats, feats, powers, and skillzors.

If it starts off higher than level 32, then you take the Le Shay from the ELH, and add to it appropriate class levels of the player's choice. These class levels are treated as if starting at level 1...the additional powers granted by being Le Shay do not impact them, in general.
