I heard somewhere (and I don't remember the source) that the next-gen consoles are supposed to last for about a decade before the new batch rolls out. Currently, programers have to adapt to a new console every few years, which hurts the overall quality and quantity of games. If things a bit more stable, the programmers will be able to learn the ins and outs of the system and use its resources very efficiently. The PS3 is also supposed to be a lot easier to program on than the PS2.
However, there is an economic incentive to develop new systems and get a jump on the competition. Maybe there won't be much of a reprieve in the console wars.
