Besides, if your dragon mount spooks when you cast a spell you'll have bigger issues that not being able to control it in combat.
The size issue is what I trying to make the parallel to.
If a halfling has trouble riding a horse then a human would likewise have trouble ridign a dragon.
Unless I am mistaken there are some dragon rider prestige classes out there that have the assumption it can be done without a size difference penalty.
