The question is what exactly base DC means. I think it doesn't counts the focus feats and I'm pretty sure it doesn't count spell power but it does count attribute modifiers.
I don't think the wizard standing 1000' feet away from the epic wizard is supposed to get to use the epic wizard's DC. I think you have to be within 5' of a wizard to use his DC. The feat description could be more clear.
