Plot help in a sci-fi setting.

I'm planning on setting up a campaign set in the StarDrive universe. It's nothing great but its a fair setting and I don't have the time to create my own at the moment.

Familiarity with the setting is not essential to the plot as I'm just going for ideas and I'll change anything about the setting I don't like....and with that I'll start.

My idea so far is to set up an enemy for my players that isn't EVIL in the sense that he wants to kill people, take over the world(s), rape, pillage, etc.

This guy's main flaw is greed. Greed will start his fall from Grace.

The man will be a captain or low ranking admiral who has some say in an area of space called the Verge. Basically it's an area of independent colonies, many of which want to remain independent or choose a new a new government to oversee them. Their original host nations lost contact with them for over a hundred years during a long war and are only now returning. Currently overseeing the reunification is the recently formed Galactic Concord which is basically a UN of space.

This Admiral, (I'm thinking Rear Admiral Barius but I'm open to suggestions) who is in charge of a large task force will be bribed and made into a rich man by one of the less savory stellar nations. The deal will be for the admiral to look the other way while the nation takes over one of its former colonies that claimed independence. (This is where I'm on shaky ground because the takeover can't really be hostile as the Concord would eventually object. Perhaps assassinations?)The more covert the better) The Rear Admiral Barius must also more out of this blame free.

In some way the PCs, who will be playing a Concord troubleshooting/scout troop or perhaps independents will stumble apon evidence of this. Either they overhear a conversation on their way back from a mission or they recover some documents. (Looking for ideas here also). If they recover documents they must not be taken/lost/destroyed/altered at some point so they can't be used against Barius. Barius of course finds out about their plan to turn them in (I'm assuming that where they'll go) and turns the tables on them. Here are some of my ideas:

1. He accuses them of some horrible crime of which he has "proof" and they then become hunted. Most attempts to contact Concord authorities will be intercepted by Barious (because they are so far from human space), or taken as nothing because of their crimes and Barius's impeccable reputation)

2. He accuses them of HIS CRIME. Perhaps they were bribed by some colony group to draw attention away from his briber) to give him false information and drew his attention/his battle group away...complete with altered bank accounts. Contacting Corcord will go the same as above.

3. With some combination of the above, he ALSO accuses said stellar nation of wrongdoing. He brings forth evidence but shrewdly changes things so he can't be accused (ideas). Perhaps the stellar nation will seek out the hunted PCs to use them to prove their in innocence (ideas)...will the PCs save the corrupt nation from the concord's vengeance in return for redeeming their name?

Finally, some ideas on how the PCs can go about saving themselves.

BFG WROTE: Money is OK, but POWER is better, so maybe the bribing "nation"
is promising political support as well ( money leaves a trail, and our Captain is too smart for that. Who needs money when you have Power?

Our Captain Barius can claim
he has not heard of any trouble from the colony in question without raising too many eyebrows for a couple reasons, primarily
due to communication channels not being completely upto speed due to the long separation from the Concord/original host nations.

BFG WROTE: I'm reading "documents" as data ( transmission ) here. Paper is sooo 21'st century ! How about : Captain Barius is informed of a recent transmission, a plea for help from the attacked "rebel" colony, by an officer who receives the transmission. Barius then askes the officer if he has told anyone else and when told no, he imprisons the officer in question to keep him in check. Meanwhile, the attacking nation has wiped out the "rebel" colonies communications center, so there are no further transmissions to cover up

BFG WROTE: Your PC's either received a copy of the distress signal by chance, or were somhow contacted by the officer who received the original ( or maybe he DID tell someone else! ) If the PC's investigate, they can be detained by the captain's troops, and be arrested, accused of "jamming" the distress signal themselves ( why else would they have a copy and not him! )

If they avoid being arrested, the goal would be to get an official record of that incoming transmission and escape before anyone is the wiser! )

BFG WROTE: The PC's escape through stealth, luck, ability and perhaps an inside man helping out a tiny bit. They are now wanted. OR- they proved to some authority figure besides the Captain that the signal WAS received by the Captian's office/ship/center!
BUT the Captain was able to keep his job by explaining that he had other priorities to attend to besides getting into the middle of a private ongoing cival war - And the PC's gain a long term enemy who is not happy about having his career set back.

The problem I have with your description is that fact that the Admiral is accepting bribes, in essence betraying his allegiances. That to me is an evil act. It's certainly not good, and it's a bit strong for someone heading toward evil to start out with.

Maybe the Admiral truly believes that unification is the best option for the worlds of the Verge. He overlooks the invasion because he thinks that it will lead to greater stability in the region.

Well I'm not going to get into what really is and is not evil. My point was that he is not your standard evil warlord hell bent on destruction and world domination. No sacrificing virgins etc. He is a "lesser evil"

The idea of him just thinking that it's for the best is interesting but not quite what I'm going for in terms of an enemy. If it was only that then he would not be as likely to go so far as to falsely accuse innocents to cover his ass. Thanks for the idea though.
