Is having 2 stats at 17 now the 'baseline' for (and I hate to type this word out) muchkinization? Frankly the point buy method listed in the DMG puts way too much stock in having one 18.

Well, if the system is rated for 3-18, with a 10 average, then yea, I'd say two or more 17s is probably getting munched out a little.

What's not the baseline? Two 18s better? Three?

I, personally, like about 32pt buy, and find it to be the most common. It gives you good heroic characters. And I like the non-linear buy because yes, there's alot of stock in an 18. Not so much in skills and the like, but when you start basing character traits off of multiplying or adding a stat bonus to multiple results or rolls, the difference between +2 and +4 is pretty huge.

I've recently been using 76 points, purchase scores between 3 and 18 on a 1:1 cost. The resulting characters are always over the top and with one glaring flaw (Cha, mostly), but it works for the heroic combat-filled games I like to run.
