Point Buy?

Hi all, im just wondering if anyone can explain to me the point buy system for generating a character? It's been a while sinces i've had to make a new one and i'm a little rusty on the system.. can anyone fill me in?

The point buy system is in the DMG, near the front.

Standard point buys are:

25 points - "normal" heroes
28 points - "Tough" heroes
32 points - "High Fantasy" heroes

All stats start at 8, and are bought up from there

9-14 cost 1 point per increase
15-16 costs 2 points per increase
17-18 costs 3 pionts per increase

Racial modifiers are add/subtracted last.

8 - 0 pts
9 - 1 pts.
10 - 2 pts.
11 - 3 pts.
12 - 4 pts.
13 - 5 pts.
14 - 6 pts.
15 - 8 pts.
16 - 10 pts.
17 - 13 pts.
18 - 16 pts
