I was just thinking the same thing. You need to have positive ramifications as well, or fatalism naturally steps in.

If you run a seafaring campaign, it's easy to make Points of Light: The islands are points of light, with nearly all monsters coming from the sea. Most monsters prefer the ocean, and don't come ashore except for food, sacrifices, raiding, etc.
