Another 'vote' for Dynasties & Demagogues, on the political side of things. For D&D 3e, there really isn't anything comparable out there (as Varianor Abroad said).
For investigations, there are lots of good sources for inspiration, including murder mysteries. Some city-based D&D adventures are bound to hinge on some kind of investigating, I imagine. In fact, some of the villagey ones, too. Hm, and others. . .
