Merfolk. But not the version in the Seafarer's Handbook which got it wrong by making them water-breathers only (in all the mythology they are dual air and water breathing - three of my family members are mermaid geeks, so I was very annoyed when I got Seafarer's Handbook).

Been there, done that. We've done two underwater adventures, where the PC's had their bodies modified to polymporph into aquatics. The players had several racial options and picked the following:

1 Merman
4 Sea Elf
2 Selkie
2 Triton

So I guess they'd all fall into your category #1

Apparently you would do that multiple times. Not multiples of eight, but... still multiples.

Personally I'd love to play a demon manta ray of evil, or possibly just an beholder-of-the-sea.

a tauric octofolk halfling might work. I already have my sharklings, a halfling/shark hybrid.
