A monster's BAB is set according to their own BAB progression by creature type, then modified by feats and ability scores, plus anything esle that might apply.
A polymorphed character's BAB is set the same way:
Character's BAB modified by feats, ability scores, etc.
The monster's attack bonuses are completely irrelevant to a polymorphed character. In the case of a Polat Bear, the character has three natural weapons to choose from - claw, claw and bite. He can use them in any order (I would think) and has standard penalties for using multiple weapons.
