Polymorphin' a vampire

If you use Polymorph Any Object, the subject gains the intelligence of the new form. Does this mean that a vampire polymorphed into a toad even knows how to use its alternate form? And a human wizard with various silent, stilled spells memorized gets changed into a rock - does he have any intelligence, now, and can he use his spells?

Have fun with polymorphed psions. They prolly have no problem at all (in case their manifesting ability is still high enough).
