Poor Maneuverability

This question stems from both the DMG (Tactical Aerial Movement) and the Monster Manual (Wyvern). The wyvern has poor maneuverability and must maintain minimum forward speed of 30 ft to stay aloft. It has to be flying in order to use its claw attacks, as far as I can tell. How is it ever possible for a wyvern to get both claw attacks (requires a full-attack action, hence, no movement over 5') in order to use its improved grab?

the answer has to be more complicated than the creature simply being on the ground. as in walking. yeah that would be to simple.
 

Except that when a wyvern is on the ground it is standing on its claws. Makes it a little harder to attack that way. I suppose a little hop-stand propped up on its wings while kicking out with its claws is a possibility, but this isn't Tony Hawk's Pro-Skater...

Anyone else have any constructive input, or am I just stuck with laughing boy today?
