Port Cities

I'd suggest that to get some kind of central leadership to the city whilst allowing it to be easily 'plugged in' to an existing campaign that you make the Leader the 'Provost of Merchants' operating under a charter from the ruling authority of the land (whomever that maybe is the DMs choice). The Provost would essentially be Mayor with the power to tax, defend and regulate the Port on behalf of the Merchant guilds/houses.

During the Medieval period, Paris was not ruled directly by the king, but was overseen from the Châtelet by a royal provost. In 1141, the king sold Paris’ principal Seine port to the river-merchants’ guild. Their coat of arms subsequently became Paris’ coat of arms. It wasn’t until 1171 that Louis VII conferred a charter upon the river-merchants’ guild, confirming its “ancient right” to monopolize the river trade.
The Parisian markets were administered by a provost of merchants. The provost governed the markets, from his headquarters in the Hôtel-de-Ville, on behalf of the guilds.

What I'm most interested in though is the background culture - is it standard pseudo-medieval Europe or something else (the biggest port city IMC is Bishnagar with a distinctly 'Middle Eastern' flavour...)

Not to rain on your parade, but someone beat you to this a while ago- Mad Kaiser. If you check out his rpgnow page, you will see the Kaiser's Bazaar A, B and C (3 files).

Now his doesn't have stated NPCs, but that is because it concentrates on the shops and products. And I am looking forward to D+ because stats are nice, but new materials and products are better IMHO.
 

NPCs

The descriptions provided by Incenjucar are good, but we will need statblocks for them as well. Thank you guys for the insight and help, hopefully we can a useful and interesting city for everyone to use.
 

Ah, nova, blazin', and solar too. Just wanted to make sure the character style was alright before I hit the stats, especially since I'm stuck with the SRD until I can get my folks to bring my books by the dorm.

Any particular proffessions or positions you want NPCs for?

Been taking a Chaucer class, so I bet I could pull out a decent "washer woman" too. Maybe a dwarven one. In red tights. Looking for her next husband... bwahahaha
