My complete and utter WAG is the following:

Paolo indicated that the COmpendium would be down today between 7am and 8am PST while they update from sql server 2007 to sql server 2010. If they have multiple update servers, and they are doing rolling updates, it is possible that some people owuld see it down, while others would see it up.

Again, complete speculation on my part.

I'm absolutely sure that's not what they're doing, because neither SQL Server 2007 nor SQL Server 2010 exist (the most recent versions are 2005, 2008, and 2008 R2).

PaoloM indicated they were going from 2005 to 2008.

But that was concerning the Compendium outage. Not the more mysterious "show up at 10am PST" bit...

Um! none of those versions of SQL Server exist 2008 R2 is the latest release of SQL Server as far as i know unless SQL Azure is being refered to in some quarters as SQL 2010.
Not saying that they are not updating the databases, I really would like to see an update.

Yeah. I typed that pretty bad. I will blame it on this work thing getting in the way of posting.

It is SQL server 2005 to 2008.
