Potentially stupid GSL question

I was looking through the GSL in order to modify a campaign I'm planning on releasing using Wizards GSL.

I was wondering if the line

5.5 (b) describe a process for creating a character or applying the effects of experience to a character

Includes suggested starting level, in my case it would be: It is suggested that characters sart at First level.

Or would this be a violation?

No, it would not be a violation. You are not describing the process of creating a character, or applying experience. You're just making a recommendation to start at first level.

yeah, it just seems like the 4E GSL is so Nazi-d up that suggesting level 1 might be considered as a "process of character creation"

wait... did I just refer to the GSL as a Nazi? I meant its GREAT, I love the GSL! WHOO! (Defending the GSL and Wizards as per 14)
