Powering down D&D?

It really depends as much on the players as the DM. What do your players expect? Do they enjoy the level of power, being able to throw fireballs in a fight, slash through hordes of enemies, raise the fallen and disappear from sight at will? If they're okay with a weakened campaign, it's an easy fix.

XP reduction is the easiest way to limit the power of the players, although reduction in magical items, restricting access to outside powers and enhancing the fears of mortality are equally important. I find that players are less reckless and more conservative, when they fear that their characters may suffer real consequences in their actions.

The worst thing to have happen is for the players not to agree with your vision of the world. After all, you're all there to have fun and to limit their power, when that's all they really want isn't fun. It's better to give them the power they want and then present them with fitting challenges.

One method that helps to limit players is to level slowly, although some players just become frustrated. Instead, in this case you might want to try starting them at 5th level or so and just giving very little XP during gaming. But let them know beforehand. That way they can enjoy their fireball, but will be controlled in power level.
